My Samsung Galaxy Admire 4g Won't Send Or Receive Picture Messages?

i can choose a pic a press send but it says sending for like twenty minutes and then it says failed. Also when I'm sent picturmessages it says its downloading but I'm never able to get them! It's freaking frustrating!
