My 2009 Mercury Mariner Stops On Road With Engine On. It Moves When Turn Off/on

My 2009 mercury mariner premier stops on the road sometimes when driving. The engine always stays on and shaking but does not respond when I step on the gas. When I turn the engine off and back on it starts moving again. Sometimes it happens frequently and other days it does not happen all day. The mechanic cleaned the trottle body and it did not help.
