2003 Mercury Mountain Fuse #41 Keeps Blowing

On my 2003 Mercury Mountaineer, everytime I turn the switch on to start it keeps blowing fuse#41, can someone tell me what the problem could be? We have check the O2 sensor wiring, and there is no problems to be found. Also, it has no power to the following fuses: 37, 38, 39, 40, 42, 43, and 46 when the switch is on. Can someone also explain to me what could be causing this as well?
