2000 Mercury Villager Relay Suspected But Is It?

The tail lights, rear wiper and front blower fan on settings one through three all not working properly. Tried fuse replacement without results. Could this be a relay, and if so, where is it located to replace this? Note the speedometer is fluctuating too.
