Front Washer Pump Does Not Work.

I have a 1999 Mountaineer that the rear windshield washer pump works but the front does not, I tested the electrical lines and the rear button sends 12 volts but the front button does nothing. Some people say it is a relay, however I can't find anthing on it in the owners manual. It indicates a fuse for the pump relay but not a pump relay.
