Lights Flickering On Control Dash For Outside Temp Inside Temp Heat Ac None Wor

we have previously replaced that fused when nothing worked for the ac or heater but have ne ver encountered the flickering with it and then after starting it a few times it started working again? so can start and flicker andnot work then restart and work what is going on?
