Water Level Too Low?

I know this washer is designed to save water, but after the sensing cycle, some of my clothes don't even get wet and the water level doesn't even go above the clothes. Is this normal? I have the glass lid washer so I can tell that all the clothes aren't even getting wet during the wash cycle, but they still come out clean. Is this normal for this washer?
