Maytag Mer6751aaw - Lower Broil Element Won't Heat Up

The lower bake element works fine.  The lower broil element has 13 ohms when tested for continuity.  The element wiring terminals have 50 volts between them (without the element connected) when turning on the broil function to test for voltage.

Maytag Gemini Double Oven Won't Heat Up.
