Here's the correct procedure:

After logging in, click the "Phone Numbers" tab and then "Transfer." Next, click the "Transfer My Number" button, and follow the prompts. There will be a $19.99 one-time fee and a $9.95 annual charge after the first year.

If you've done this and it doesn't work, resubmit, but you'll need to be very specific about what you did and what happened.
