"Softphone" is just magicJack's attempt at a clever name for its software. (Software for phone—get it?) It's automatically installed when you install magicJack, which you do by plugging the device into your USB port and following the on-screen prompts.

Just plug the MJ Dongle into the USB port of your laptop and it will then install the software it needs ( providing you are hooked up to the internet of course). If you have a Plus and want to use it on your laptop and are not at home and not in range of your WiFi, you need to keep it plugged into your laptop's USB port ( and be near another WiFi signal of course). If you are using your MJ Plus at home then you can leave it in your Router, but the softphone will not work on your laptop OR desktop since the Plus is plugged into your router.
