Only Certain Numbers I Call Give Me Two Busy Beeps Then Goes Silent.

In my area code (217) I CAN'T connect to most 342,347 or 868 prefix numbers but some I can. the residence behind me a 347 I get the busy beeps and goes dead yet the residence across the street also 347 will connect. two 342 numbers in town one block apart will give busy on one and will connect on the other. What's the problem?
