How Can You Verify A Number That Is Given For Refference?

I was given this number to contact a refference for an enlisted soldier and it seems I can not call it. why?

If you could contact and dial other numbers then you magic jack is not at fault. If you calling this enlisted soldier his number could be restricted specially if he is at a military base or facility.

u have to know the international country code look it up on internet for whatever country the soldier is in! hope this helps
