What does it mean when dash lights go on and off?

The dash lights coming on and vehicle shutting down are, most likely, related to a charging system problem. It's fairly common for all the dash lights to come on with no alternator output, low voltage can cause unusual electrical issues. The alternator should have been tested at the time of battery replacement.

What causes dashboard lights to come on while driving?

This could be due to corroded battery cable terminals or damaged battery plates, or signal a problem with the alternator or voltage regulator. If the light comes on while you're driving, your car will continue to run as long as there's life left in the battery.
