Poor Engine Performance

what makes the performance of the engine hesitate sparaticly when I am driving along and the enging hesitates and quivers and at that time is starts to not excelerate with out the quivers and nearly not perform. I thought maybe it is not getting a proper flow of fuel at the right moment. The engine light will flash and the performance gets worse, after the light goes out it performs better.

it could be a bad catyletic converter or oxygen senor
