#6 15a Fuse Keeps Blowing Everytime I Start The Vehicle.

Hello, I am trying to troubleshoot my AC issue on my 99 lincoln town car, was driving and noticed AC wasn't blowing cold air , but cool air then my EATC control panel went blank and then it stopped blowing air altogether, the panel went blank , I noticed that the number 6 fuse that controls the EATC,and heated seats was blown, I replaced the fuse started car and the panel lit up started blowing air and popped the fuse again, I also noticed that the ac clutch was a little wobbly and making some noise , could anyone please help me diagnose this problem?
