the traction control active light is on an thecar will notgo but 20 mph . how do i fix or over ride this ?

My father's 1998 Mercury Grand Marquis had traction control and it was total junk. Terrible idea by Ford. His car always fishtailed in the snow whenever that feature was on in the winter.
There was an easy way to turn it off, though. There was a button to the left of the glove box that turned it off. Open the glove box door and look on the left side, outside of the glove box. Should say it is the "Trac off" button.
