Lg Tromm Washer W/ Steam Wash-model Wm2688hwm Drain Pump Impeller

Is the drain pump impeller designed to "wobble" on its shaft? The reason I ask, the washer will not drain properly, and nothing is obstructing water flow [hoses and pump clear of fabric]. I have disassembled the drain pump unit and nothing else appears as suspect to include blockage between drums and outlet hose.
