Water Filter Not Filtering (new And Old)

I had thought my water filter needed replacement and purchased an LG filter to replace the existing one. after installing the new filter I realized that the water inside the fridge is not filling up the new filter and thereby passing through. Does anyone have any idea why this could be happing? I have adjust the water pressure to the fridge up and down - no luck. Swapped both the new and old fiter out several times and check the hose for any obvious obstructions. What am I missing?
