Phone Address Book Problem.

I have a 2013 Kia Optima EX, with touring package.  The two power outlets, USB port, etc.  all have no power.  Also when I-phone is connected it will not locate contacts.  Contacts stopped working when USB and power outlets stopped working.  Checked fuse, it is not blown.
