Eco Button On Kia Optima 2012?

What exactly does the ECO button on the 2012 Kia Optima do? I've noticed that the average gas mileage changes dirastically when it's on vs when it's off but does it actually do something? From the research I've done it seems that ECO needs to be off when driving through town but on while driving on the highway. Is that correct?
