Who Is Responsible For Paint Blistering Repair Or Repaint? The Mfg.

Purched total care coverage. Factory rep. says its a inviromental problem, Tatal care says it is a factory problem. 6 mo. as of this date and still no help. I reported the problem with in 3 weeks of purchas.
