Plastic Melted On A Flat Stovetop.

We have a thin layer of melted plastic on our Kenmore flat-top stove. In addition to trying our normal cleaner, we have tried a wooden spoon to scrape it. We have also tried a mixture of vinegar and cream of tartar. Nothing seems to be helping. Can you help?

Have you tried warming the plastic up with a hair dryer to see if it will loosen it.
