Warning In The Speedometer On A 2001 Jeep Wrangler. Its Blinking No Fuse.

warning in the speedometer on a 2001 jeep wrangler.it blinks, NO FUSE. my radio is out.when i put the key in the ignition,the chirping sound is very low to the point where you dont hear it anymore.when i talke the key off the ignition,all the gaugues, fuel, bat,temp. all move from side to side.
