Jabra Tour Not Recognizing Commands
Won't recognize any voice commands, can't make outgoing calls. MUTE oils not on ????

I would suggest resetting the Jabra Tour to see if that resolves the issue you're having. Start by removing the Tour from the list of paired devices in your phone's Bluetooth menu.
Reset the Jabra Tour by turning it ON, then press and hold the volume up and answer/end buttons simultaneously until you hear the tones. Turn the unit OFF and then ON again and it should start up in pairing mode. You'll need to repeat the pairing procedure to link it with your phone again, but it should work fine after that.
