How To Set Jumper To Master Mode

I am attempting to figure out how to set the jumper settings to master mode for an IBM Hard drive IC25N020ATCS04-0. I have a Startech external HD enclosure and am connecting it to a MacBook Air (O/S 10) but when I do so, the mac does not recognize it. The light on the enclosure lights green but nothing with the mac seems to happen.
