Passenger Front Door Will Not Open From The Outside.

The passenger front door will not open from the outside after unlocking the vehicle either manually, with key fob, or with lock button. It will open with the interior door handle. Once it has been opened with the interior handle and not locked again it will open with the outside handle with no problem. If the vehicle is then locked and unlocked the outside door handle will not open the door.
