Clock Spring Recall Telescope Swicth Ignition Switch

Was hoping someone would see this and help. I have a 07 veracruz limited with the keyless start... I recently went in for a clock spring recall, and asked them to replace the telescoping switchs for the wheel tilt, from what I see they need to take apart the column for the clock spring recall, why would they charge two hours labor for that? Also right after I get my truck back from those repairs, it wont start, now they tell me I need a 1000 ignition switch... seem fishy to anyone else?
