Rear Fog Lamps

Hi, My car is a 98 Hyundai Accent 1.3l and I'm trying to troubleshoot a problem with the rear fog lamps. My first question is... How many REAR fog lamps should this vehicle have? Is there only one on the offside below the indicator/break lights. I only ask because there are 3 bulbs inside where the break light and indicator lights are at the rear, but regardless of what light I turn on I can't seem to get the thrid bulb on either side to turn on - are these supposed to be fog lights? If the answer to this question is yes, it seems that there is a problem somewhere further back in the wiring which is causing the malfunction - where do I start with this problem? The second question I have relates to the offside rear fog light below the break/indicator lights. I have checked this with a volt meter and there is definitely no electricity going to this bulb. What is the best procedure for fixing this issue? Is it possible to get a diagram of the fog light wiring system and fuse box. I have checked the fog light switch and there is power coming from this so the problem is not at the switch. Any suggestions would be welcomed.
