Yth21k46. It Will Not Start Or Even Click.
Battery shows 12.6 volts. Solenoid is getting 12.6 volts. With key on 7.6 volts. Tried jumping the solenoid - nothing. Because I couldn't jump solenoid is it the starter or solenoid? My understanding if solenoid is bad you can jump it.

Not quite the case. You can bridge the solenoid but you need to operate the ignition switch and also override all the safety interlocks at the same time to get a spark. I had a similar issue and it turned out to be the solenoid contacts. Even dis-assembly and cleaning and re-assembly didn't solve it. I put a new solenoid in and it fired up. You also need a good battery as the starter motor will kill the battery fast if it is not up to scratch.You can test the starter by connecting the battery + to the terminal of the starter motor to see if it turns over.
