Clean Water Tank Drains Directly Into Dirty Water Tank When Turned On.

My hoover max extract 77 clean water tank drains directly into my dirty water holding tank when turned on.  It takes about 90 to 120 seconds for this this to happen.  I noticed it when I went to use the hose attachment to clean my stairs.  All gaskets appear to be in place and there is great suction when the machine is turned on.  I get no water from the hose end even after priming.  The machine is about a year old.
