I assume you are talking about cars that are parked and locked up. If so, that light simply displays the fact there is an alarm on the car in case of theft.
BTW The light can be blue as well. But, most of them blink quite slowly with maybe three seconds between blinks.
If it is blinking real fast look around for a film crew or run
