Water All Leaks Out Bottom Of My Pedicure Spa Footbath, Model Bl300.

Bought this used on Craigslist. It will not hold water. It pours out the bottom. I researched it on Google and many, many people complain of the same problem. I can see no cracks, their are two slots on the bottom of the unit that seems to be where the water is exiting. What is the purpose of these slots. I can see no on/off valve.
