Make sure the touchpad device is enabled in the system setup screen (f2 or DEL during reboot).
Make sure it's enabled in the Windows control panel. Check both the device manager and the mouse settings icon.
Go here: http://h20566.www2.hp.com/hpsc/swd/public/readIndex?sp4ts.oid=4145546&lang=en&cc=us and download the mouse driver for your version of Windows and reinstall it.
Sometimes new updates from Microsoft can break these things. Reinstalling the mouse driver might just fix it.
