Why Can't I Submit Files Over 10mb?

The site says the limit is 100mb, but the connection keeps resetting when I try to submit a manual over 10mb, but well under 100. Is this a common problem, or is it something on my end?

it's not just you, I have the same problem. I was gong to try another computer, but now I won't.

I've had the same problem submitting large manuals that were under the maximum size limit.  I've tried uploading them while connected to several different networks, and I still get the connection reset error.  It definitely seems to be an issue with the website or the file submission system, rather than a computer or a network.

I would check with your ISP and see if there are any restriction on file uploads.  Especailly if you are uploading many files per day.
