I Installed A New Under Warranty Compressor , Started Unit Compressor Drawing 2

I installed under warranty compressor , started unit compressor drawing 2 amps suction barely condensating , could this be a bad reversing valve . Another person diagnosed the reversing valve it to was under warranty.Pressures the same will not go up low suction low discharge , I need to be sure about valve before I replace it . This is on Haier HR30D1VAR heat pump
