Download an app called PDANet+ off of Google Play. Its a free tethering app that allows for hotspotting on devices that have the function disabled and it allows the tethering to be hidden if you wish so you dont get in trouble with your carrier. Its how I access the internet only i prefer to use a USB cable to wifi because its easier on the phones battery since its charging while its hooked up. The free version doesnt allow https addresses but a working serial can be found easily if you use a little google-fu.

PDANet+ is made by junefabrics.com
