A review for which web site?  This question is being answered by a 3rd party help site.  It's pretty universal that you need a user account on whatever site you wish to post a review on.  Otherwise they have no way to filter the reviews and automated systems could place reviews on the site that would fill it up.   So yes, you'll need an account.
