Fraud Using Google Service. Can A Person From Nigeria Create A Google Phone

Can a person from Nigeria create a google phone # that looks like it originated from Austin Texas.. This person made me believe he was from Austin, TX. How can google provide Nigerian scam people to use their service. I believed the number was from Texas...Please get back to me. Thank you for your help.

Yes; Google Voice lets the user create a phone number with any area code.

I doubt that Google is deliberately providing "Nigerian scam people" with anything, but there will always be scammers who will take advantage of legitimate services.
