If you've "followed all the steps," there's very little else we can tell you. Sorry to say, Google does not generally offer customer service by phone. (You can try for it at 650-623-4000.) You'll probably need to find the appropriate help section, and choose the best canned question to send. If as is likely the answer doesn't satisfy, you'll have the opportunity to reply to the answer with a further question.   You can write Google at 1600 Amphitheatre Parkway, Mountain View, CA 94043. If appropriate you can complain to the California Dept. of Consumer Affairs at 916-445-1254.
