Can A Burner Be Adjusted To Lower Flame.

I am unable to simmer on any of my burners. The smallest one will keep a rolling boil. The power burner has a simmer position but it also boils. My last stove I was able to adjust the flame. Can I do it on this stove

The LO setting will produce the smallest flame available, and there's no other adjustment possible. (Sorry.)
