Items Freezing On Top Shelf

I'm having a problem with items freezing on the top shelf of the fridge. I have it set at 0 and 37 per the recommendations. Can anyone advise how to prevent this. There also seems to be ice formed inside at the back of the fridge. Thanks Jeff
