Dishwasher Not Washing Dishes

Hi bought this dishwasher second hand. The dishwasher fills with water but does not spray the water at all and suggestion on what the problem could be

we had the service here:

he asked for a big pot of boiling water and some vinegar,

put it in and let it stand for 10 Minutes...

then it was running normal. Cost 260.- USD
