Breaker Tripped. Water Found In Lower Thermostat Panel? What Is The Problem?

No hot water. Pressed reset button on top thermostat panel and Breaker was reset and the main fuse blew. Checked water heater and the lower thermostat panel appeared to have blown with dark smoke and stain aroud it. Opened it and found it wet with water!!!. What is the problem. Thanks
