Why Can't The Weather Alert System Use Different Sounds For Separate Warnings?

Why can't the weather alert system use different sounds for separate warnings? In Birmingham, where there were long distance tornadoes, I think lives could have been saved, if there were a separate warning sound for more emminant or specific dangers.
