Interior Heater/air Conditioner Fan

My Father-in-Law has a 2000 GMC Safari. The interior heater/air conditioner fan remains on after the truck is turned off. The fan stops when the power plug is removed from the motor, but restarts when it's plugged back in. If I lift the fuse the fan stops and does not come back on when the fuse is plugged back in. I believe a solenoid relay is stuck somewhere. Can you help locate the problem?
