Not Spinning, Unknown When It Stops Spinning, Clothes Left With Water.

To whom it may concern;I have noticed that my washer is leaving all clothing items extremely water soaked and some water is in the drum. I thought it was because I had put in too many jeans or a large blanket. Yesterday, I put in light items and it still did not spin the clothes. When I opened the door, I gave it a slight 3/4 spin and closed the door. It was able to spill at full speed. The belt looks good, but I did notice that when I was checking to see if it slacked, the motor compartment appeared to move towards the belt. This has been going on now for approximately a month.
