Cold Weather Frozen Brake Pedal No Brakes

On a cold day, twice, minus 27C. the brake pedal became frozen. The first time the car rear ended a truck. The second time was lucky, was able to stop and the problem went away after 15 minutes ildling. Dealer cannot replicat problem and Ford Canada is no help as dealer cannot replicate problem. Car is dangerous at that temperature and we are leary to drive it. Pedal cannot be depressed and therefore no brakes. Ford Canada refuses to do anything at all.
