2008 Upfitter Switches Power Feeds Under Hood

Do the 4 blunt cut wire under the hood have power as delivered or do you need to connect the wires under the dash in some way to make the underhood wires live?

The 4 blunt cut wires; red, white, black & blue, are only pass-through from the passenger compartment. The corresponding wires can be found behind the fuse box, under the panel, driver's side. They are unpowered. They are there to save you the trouble of running your own wires from the fuse block to any auxiliary equipment; eg: fog lights.
