Daytime Running Lights Wiring Issue

My ford focus is a ZX5 hatchback. The daytime running lights (DRL) only work on the right (passenger) side. I have checked the bulbs and the fuses, and all seems to be in order, except there was a fuse on the R13 slot but not on the R12 slot. According to my user's manual, the R12 is supposed to be DRL relay and R13 is supposed to be unused. However, for earlier printings of my manual, R13 should be a fog light relay. There is nothing in the manual regarding left or right DRL specifically. Is there a fix for this or is this a common problem?
