Must A Catalytic Converter Be Replaced If The Muffler Is Rusted?

There should be no need to replace a catalytic converter on a 2004 vehicle. They rarely rust through and are much more durable than a muffler. Unless your vehicle failed an emissions test, the catalytic converter should be fine for many years to come.
